Reporting to you from the Board of Directors

On behalf of the National AHEC Board of Directors, I am delighted to announce the selection of Jacqueline Wynn, as the Interim Chief Executive Officer of the National AHEC Organization.

As you may know, Jacqueline is the Director of Health Careers and Workforce Diversity with the North Carolina AHEC Program and recently served as Immediate Past President of the NAO Board of Directors from 2015-16 and 2016-17. She joined AHEC in 1984 and has advanced through more progressively responsible positions at the AHEC Center Level, the AHEC Program Level, Conference Planning and the NAO Board Level and effective March 21, the Interim NAO CEO. Jacqueline also served as the president of the National Association of Medical Minority Educators, Inc. from 2011-13. Her proven leadership and experience with AHEC will be valuable to NAO at this time.

She brings a wealth of experience in conference planning, policy development and coalition building. The NAO Board and particularly, I, am excited about this appointment.

Over the next several months, Jacqueline will be working on behalf of NAO for 30% effort and will be working very closely with the board to focus on strategic partner development and relations as well as supporting our members and operations of NAO. She will maintain her position with the NC AHEC Program at 70%.

When interviewed and asked about the selection, Jacqueline noted that she has an ongoing demonstrated commitment and passion for AHEC and is delighted to continue serving AHEC in this new role.

Jacqueline has resigned as the Immediate past president of the NAO Board of Directors and will focus on the responsibilities as Interim CEO.

Jacqueline frequently ends communication with “Onward and Upward”, Sursum et prorsum ad Excellentiam and Jacqueline exemplifies this in her NAO Work.

Please join me in congratulating, welcoming and supporting Jacqueline Wynn as our Interim Chief Executive Officer. Jacqueline can be contacted at

Legislative Update

Budget and Appropriations Update

Six months into the fiscal year (FY), Congress passed, and the president signed the FY 2018 omnibus appropriations bill. The legislation increases funding for NIH, CDC, HRSA, and other public health agencies.

Absent from the package was the bipartisan individual health insurance market stabilization package, which would have reinstated Cost Sharing Reduction (CSR) payments and established a health reinsurance program to reduce premiums and subsidize insurers. Disagreements over language for coverage of abortion services derailed this initiative.

On Wednesday, the Department of Health and Human Services announced that HHS Secretary Alex Azar will name Robert R. Redfield, M.D., as the 18th Director of the Centers for Disease Control and Prevention (CDC) and Administrator of the Agency for Toxic Substances and Disease Registry. Dr. Redfield has been a public health leader actively engaged in clinical research and clinical care of chronic human viral infections and infectious diseases for more than 30 years.
